This is the 2011 Neon Celebrate! issue, released by USPS on March 25 in sheets of 20. Phil Jordan directed the design, which uses glowing shapes to evoke a nighttime celebration.
These Forever stamps retain the domestic First-Class Mail one-ounce letter value. They can add a festive detail to birthday cards, congratulations and invitations; heavier or unusually shaped envelopes may require extra postage.
